Objective of the transnational (Germany and The Netherlands) project is to develop a method by which the effect of measures taken in the catchment of the river such as changes in land use; renaturation of contributaries; large scale infiltration, on the flood conditions of the river Rhine. For the research project, rainfall run-off models will be integrated in a one-dimensional hydraulic model.

Project PoldEvac structurally looks at massive damage control with regard to floods and consequent large-scale evacuation procedures. A 'geo-Spatial Decision Support System' (acronym: PoldEvac) focuses upon hydraulic and geographic information-handling and knowledge engineering so as to optimise operational management which can be co-ordinated by use of standard PC equipment.

Räumliche Planung und Bauvorsorge in hochwassergefährdeten Gebieten, insbesondere hinter den Deichen, am Beispiel des hessischen Rieds; kurz: Vorsorge hinter Deichen

In developing the areas to the densely populated areas they are today, the risk of flooding was not considered. As a consequence a high damage potential exists. It is the objective of the project to develop precautionary flood management, prevent a further increase of damage potential and develop/enhance instruments of spatial, regional and urban planning. Effect of this study may be the improvement of Spatial Planning instruments as a transferable component and a possible change in land use as a less abstract component.

Rückgewinnung eines Retentionsraumes in Siegburg-Kaldauen

The project concerns the redevelopment of the flood plains of the Sieg river. In the local programme that will take 30 years altogether this is one of the first projects to be realised. The overall programme aims at improving the watercourses in the area. Creating retention in a side river will delay the discharge to the main rivers and hence, the project contributes to the reduction of the (flood) water level or rather minimises the flood risk.

Integriertes Hochwasserschutzprogramm für das Einzugsgebiet von Seckach und Kirnau (Hesk)

The project involves the planning and land acquisition for an integrated flood protection program in the Seckach-Kirnau basin (total surface area of 250 square km). Both rivers are tributaries of the Rhine river. The project as it is now under consideration is based upon the initiative of municipalities in the river basin.

Erfassung überschwemmungsgefährdete Bereiche in NRW

The applicant ensues to map 132 km2 in NordrRhein-Westfalen for areas with a high risk of flooding. The result of the project may be used as an instrument for sensible spatial planning and will be presented in a (digital) decision support system. Three phases may be distinguished: inventarisation of the area; simulation of floodings using a hydraulic model; combining the aforementioned in a digital map (GIS). A cross-border advisory group is set up for guidance.

The main aim of the project is to create retention in the Schwarzwald region along the Rhine-tributary Enz. The project decreases the risk of flooding in the area around Bad Wildbad by integrated approach of creating retention upstream from Bad Wildbad. By taking measures outside of town, the historic town need not be disturbed by constructions that would be needed otherwise.

Ermittlung von Überschwemmungsgebieten im Einzugsgebiet des Main in Bayern

A multisectoral utilisation shall be created of collected databases targeting both water management and nature conservation. The prerequisites of the plans are to comprehensively register the flood plains, and to report the relevant scales. The digital map will also be partly used as a legal instrument, and all data will eventually be put into a GIS system.

Deichrückverlegung Lohrwardt in Rees-Haffen, NRW

In accordance with the IKSR and based on the general concept Rhine River in Northrhine-Westfalia - High Water Protection, Ecology and Shipping, 11 areas have been selected to examine the feasibility of restoring retention areas along with ecological feasibility. This project involves the preparation of the inland relocation and renovation of a dike on a total length of 6,0 km. Extra retention space will be created as well as agricultural utilisation of the niche environment.

Rückhalteraum Wyhl/Weisweil

The main objective of the project is to minimise flood risk and to integrate spatial planning and with added ecological aspects. Building the retention area involves inward construction and outflow facilities. A permanent connection results in a natural degree of flooding in the area behind the dam, therefore this project represents the preparatory study and acquisition of land for which funding is requested.

Integrierter Hochwasserschutz im Einzugsgebiet der Rems

The project aims at ecological restoration and landscape restoration of the existing water system of the Rems; the improvement of the high water protection and peak discharge reduction at the mouth of the river. The above is to be realised via the construction of several retention areas. Control of water level is possible via a so-called 'Ökologische Swingklappe', a rather innovative structure which fits in the landscape / ecology and requires little maintenance.

Over a length of 3.000 metres, the existing dike will be moved inland and by doing so, extra retention is created (approximately 2 million m3 / HQ200). Apparently this project will have a significant effect at the reduction of the high water level. The river Blies is part of the Moesel / Saar catchment area.

Objective of the project is to re-establish retention capacity of the tributary Ruhr to the Meuse river. The applicant applies for EU funding for a complete project: planning, preparations and realisation. Retention is reclaimed by restoration of flood plains, tributaries and optimisation of river management. Part of the river flows along the German/Dutch border.

Umgestaltung des Kinzig-Schutter-Mündungsbereiches, Wiedergewinnung von Retentionsflächen, Schaffung einer naturnahen Auenlandschaft

The objective of the project is to restore meadow land like a river estuary with natural unimpeded flooding and reclamation of natural retention space. This will also help to ease peak drainage of the Kinzig at its mouth when Rhine and Kinzig carry extreme flood volumes. It is planned to improve the structures of both banks and adjacent areas in ecological terms for a stretch of 5 km by irregular digging and recontouring.

Naturnahe Regenwasserbewirtschaftung für das Gebiet Engelberg-Nordhang in Leonberg

The city of Leonberg has reconsidered the construction of a new conventional rain water system, bearing in mind the new ideas of flood risk reduction. By local infiltration durable water management is attempted. Waste water and rain water systems are separated. The investments of conventional systems are saved. The effect of this project is greatest when other cities adopt the concept as well. Promotion and generating awareness is therefore incorporated in the project.

Deichrückverlegung Mündelheimer Rheinbogen

The Ministry of Umwelt, Raumordnung und Landwirtschaft has developed a Polder Urgency Program. This consists of the construction of 11 retention areas along the Rhine. In the area, a high damage potential exists, which is why dike relocation was opted for, combined with the creation of a new retention area rather than conventional dike strengthening. The application concerns the design phase only (study).

Hochwasserfreimachung Massenbachhausen

The applicant intends to reduce discharge from a rural area with high valued landscape by infiltration. This water is saved for the area and may contribute to withdrawal of ground water for agricultural purposes in the dry season. From a spatial planning point of view, this approach is preferred above conventional dike strengthening. A total new area of new land use (canals and dikes) of 12.800 m2. New flood plains: 23.800 m2.

With this project the city intends to raise awareness and increase public understanding for her actions and acceptance of the preventive plans and constructions going on. The projects consist of activities, which are aimed at the different target groups. Examples of activities are: an exhibition, the creation of a physical-hydrological model, a film regarding floodings, scale models of the river and finally the set up of students information material.

Grenzüberschreitender Atlas der Überschwemmungsgebiete im Einzugsgebiet der Mosel

The project involves mapping areas prone to the risk of flooding in part of the Mosel and her tributaries. The data gathered via air photography altitude and hydraulic models should lead to a useful instrument for spatial planners. This is a transnational project of Luxembourg and Germany. As stated, the results will be used as SPI (Spatial Planning Instrument). However, the question of whether this will suffice from the point of view of reduction of flood risk should be answered also.

The project is jointly set up by Luxembourg (lead) and Germany. Its intentions are to develop a Spatial Planning concept for the Saar area, so that natural retention and ecology may be improved at the same time. The application concerns the study only. Bakenhof, dijkteruglegging Malburgse dam

Objective of this project is to remove the bottleneck which the Malburgse dam forms in the Nederrijn river. The current dike does not longer fulfil its demands with respect to maintenance and control. Significant alterations were required. However, it was found that relocation of the dike was more sustainable and effective. Hence, the pre-1977 situation will be largely re-instated.

Rosandepolder

The objective of the project is to remove a hydraulic bottleneck in the Nederrijn river. In the existing situation a railway track founded on a dike crosses the Nederrijn. At times of high water this dike blocks the flow through the flood plains and causes an increase in water level upstream from it. With the investigative study a solution is sought in which the flow capacity may be improved.

Emmertochtsloot

Within the plan-area, the objective is to increase ground water level or rather, avoid droughts. This is done via a new regime of water level control in the streams in the area. Regulated outflow of the area to the river then gives a reduction of discharge and hence, a decrease in water level. The canalised streams are all brought back to their natural meandering form. One of the consequences of the increase of ground water level is that the various uses of land need to be reconsidered.

Polbeek

Creation of a retention area in the Province of Overijssel. The course of the Polbeek and the downstream section of the Overijsselse Vecht have experienced a number of water management problems. Discharge peaks in recent years have become higher as a result of the intensification of the drainage system and the land consolidation. Project aims: prevent unnecessary inundation, enhancement of the natural environment and the natural re-routing of the water course, to serve as a case model.

Stuweiland Driel

The project concerns the implementation of a measure of which the preparations have already been completed. The function of the existing weir island is to preserve navigability on the Rhine. In such, it forms a hydraulic bottleneck during periods of high water. A balanced integral solution was found. The ground level of the island will be mostly lowered, a fish passage is incorporated and a new nature and recreational function is assigned to the area.

Lexkesveer

The application concerns the preparatory study for the lowering of flood plains in Cluster Lower Rhine as presented by the Dutch National Advisory Group. The increase in water level upstream may be greatly reduced and hence contributes to the long term objectives of the International Rhine Commission of an overall reduction of 150-200 mm. The purpose of this project is to contribute to high water management by creating more room for the river in the Lower Rhine and Lek stretch. This project must be seen in conjunction with another project: creating a passage through the ferry roads (the access road to the ferry of Lexkesveer).

Noordwaard (preparation)

Nature development in the Noordwaard (part of the Biesbosch ecological system) is aimed at developing a fresh water tidal area with open waters, reed and rush fields, marshes and open spaces. It has been decided to move the dike inland, and creating more space for the river. The main objectives are: (1) creating room for the river; (2) lowering the indicative high-water level by approx. 53 mm; (3) developing a freshwater tidal linked with the Biesbosch; (4) strengthening the ecological cohesion between the three major Biesbosch areas.

The project proposal Dombosch, falls into the complex but feasible structures set up to resolve the water system in the lower reaches of the Rhine and Meuse which is susceptible to floods as the area is heavily populated. Therefore, the main objective of this project is to create safety against floods, but also to simultaneously restore the ecological structures of the area alongside the south of the Belgium Meuse.

Pontonnierskazerne is a military object of which some barracks create a barrier to the flow of water. This project aims at strengtening of the southern dikes along the Meuse in combination with partially excavating the necessary barrack grounds in order to create more room for the flow of the river. The project will also have an effect of increasing regional understanding and deriving more knowledge in how to create more room for the natural flow of the river.

This project proposal in particular is flood preventive, integral and innovative. The Zanen-Verstoep industrial and harbour estate will be excavated and redeveloped as a nature conservative area. In order to improve discharge, the Zanen-Verstoep industrial area was bought by the government and the spatial function was changed from industry to discharge of the river. Design and planning were finished end 1998. Executional activities will end summer 2000.

The objectives of this project follow up on an original project of 1996 to sustain the area's structure by assuring flood-prevention. The task objectives are to make room for the river by directly connecting the polders to the Merwede river and by improving on the environment by development of creeks, hollows and higher areas for scenic landscaping. In effect, the project supports the goals of the original project of 1996 that was in connection with the Brabantse and Dordtse Biesbosch.

Am Rosensee

The objective of this project is to increase infiltration capacity on a former US Army base. In the existing situation, the greater part of the terrain is sealed and rain water is led to the main river via sewer systems. In the new situation the natural retention will be restored by means of infiltration facilities. The current function of the area as Army base will be changed to a residential area of 800 to 850 units, for which a sustainable sewer system is required.

Hochwasserreduzierung durch dezentrale siedlungswasserwirtschaftliche Maßnahmen im Einzugsgebiet der Saar

Based upon test results with rain water infiltration techniques, a large scale investigation is done into the implementation of decentralised infiltration facilities. For the entire region it should be investigated where these facilities are a feasible alternative and where not. By realising such facilities, use is made of the retention capacity of the soil and hence, (peak) discharge is delayed. Research activities only.

Hochwasserschutzkonzepte Aisch und Rezat

This project concerns the preparatory study for measures in two tributaries, namely the Aisch and the Rezat. The Aisch was canalised in the early forties which caused high waters to be discharged to areas downstream fast. As regards the Rezat river: geological conditions have led to a more vertical flow cross section with steep side slopes (leads to insufficient space). The objective of the project is to increase the natural retention and avoid deepening of the river bed.

Integraal Waterbeheer De Vliert

The Brabant catchment faces the problem that the majority of the area drains via the side-rivers Dommel, Aa, Beerze and Reusel which all converge into the Meuse at the city of 's-Hertogenbosch. The project involves de-coupling of roofs and quiet residential streets from the sewerage system in De Vliert (part of 's-Hertogenbosch). The rainwater which as a result no longer reaches the sewerage system will be used, infiltrated or discharged/buffered to nearby surface waters. This project also plays part of a series of project proposals which come under the approach of high water problems in Noord-Brabant, Belgium, Limburg and Antwerp.

Projectvoorstel II-4.3 Breemwaard

The project concerns enlarging the flow cross section at Zaltbommel. Changes in spatial functions require an intensive co-operation between the involved local authorities. For dike improvement further downstream (Deltaplan Grote Rivieren), the Breemwaard was an important source for clay. The preparatory phase is already completed; the construction phase has begun and will be finished end 2001. Furthermore, with the extensive communication plan and the population density, it may be expected that a large number of people may be reached with information on flood risk.

The Goilbedingerwaard is a river widening project in the Cluster Nederrijn/Lek. By increase at the Goilbedingerwaard in the flow cross section, the increase in water level caused by moving a dike towards the river is therewith over-compensated. The design and preparatory activities were finished 1998. The executional activities have commenced summer 1998 and will last until summer 2000.

Projectvoorstel II-7.3 Opperduit

The Lower Reaches (Benedenrivierengebied) are the lower part of the Rhine and Meuse. It is a water system with a complex hydrodynamical and morphological structure which is heavily effected by human presence. The natural interaction of tides and river discharge, as occurring in a natural estuary, is lacking in large parts of this area or is only faintly reflected. Project 'Opperduit' concerns dike improvement along the right bank of the Lek. One of the features is the lowering of 8 hectares industrial site at Opperduit and reorganising it as a natural area.

Rheezer Waterleiding

The Rheezer Water Works project specially entails creating a broad and shallow watercourse of approx. 5 kilometres with a continuous riverbed without weirs. The objectives are to prevent inundations in the basin of the Rheezer Water Works during peak discharges, and the project is particularly characterised by the creation of a retention and overflow area at both sides of the Rheezer so that the peak discharge is reduced in both the German-Dutch river side of Overijsselse Vecht.

The project looks specifically at the present agricultural Allardspolder area where land will be acquired to set up a 'miniature Biesbosch'. The objectives of the project are integral so that flood-prevention and nature development go hand in hand. In short, these objectives include creating room for the river, lowering the indicative high-water level and eventually strengthening of the area's ecological structure by means of recreation and nature development.

The objectives are to create flood prevention in both an integral and innovative manner along the Lek tributary while natural restructuring of the area will also be done. The objectives of flood prevention go hand in hand with increasing safety levels but also in ecological natural development.

Oosterbeek (preparation)

The major downstream bed of the Lower Rhine is becoming increasingly narrow while limiting the possibilities of work in the major bed. The hydraulic bottlenecks are therefore given high emphasis so that possibilities are created for the widening and deepening of the major bed. The purpose of the Oosterbeek-railway bridge project is first to contribute to this cluster-management along with work on the Rosandepolder by creating more room for the river in both the Lower Rhine and Lek stretch.

HOWABO

The project HOWABO involves preparation and investigation of the outflow of the Dommel and Aa tributaries into the Meuse river, so that the water level can be reduced. The project begun as 'Bossche Broek' and looked into the aspect of inundation, HOWABO is its continual stage and follows up on the results of retention as inundation is applied. Meanwhile, the present aim is to continue work on basis of a model to prepare the execution of eventual further water level reduction.

Renaturierungsprojekt Pont / Geldern

The Pont/Geldern project represents a proposal that looks at the re-activation of natural retention of the river plains. It is a pilot project that proposes prolongation of the river course, the enlargement of its diameter, and breaking of the outlet in order to increase flood frequency while in line with a solid re-extension of the related flood plains. The project is part of the framework of the transnational authority IKSR. The objective of this project specifically studies the catchment area of the Rhine along its Meuse integration and looks at two central criteria: A 'cartographic' and 'planological' evaluation of potential flood dangers to create decision-support as required at the various levels both national and civilian. Secondly, it derives the most effective means in different ways so that efficient intervention can be taken at handling potential risks.

The project's objective is to improve on the overall knowledge of areas susceptible to flooding on the main waterways of the Meuse basin in Wallonia. The present hydraulic models for high-water wave propagation can only be used to determine potential flood areas if the geometrical and topographical configuration of high and low water riverbeds is adequately known. A general project for systematic topographical measurement is proposed to be essential.

Vorbeugender Hochwasserschutz durch standortangepasste Landnutzungsformen und umweltgerechte Bewirtschaftsmethoden

On basis of the studies and in collaboration with the local authority of Saarland, the project proposes to establish a 'control of surface run-off' mechanism. The objective is to set-up this structure by quantifying and evaluating different land utilisation types and soil management measures on various soil samples, to establish an overview that can enable a substantial reduction of surface run-offs at peak high levels.

IkoNE distinguishes between three categories that are basis-orientated, measure-related and long-term action programmes. These action programmes will be created to serve and improve flood protection, quality conditions of the waters, the ecological profile at the water surfaces, as well as to safeguard the sustained cultivation of the surface waters and to regulate the catchment area of the Neckar itself.
