Implementation of the IRMA programme is based on four themes. The selection of these themes is in line with the emphasis in the programme on an integrated approach to spatial planning and water management. Within the themes a number of measures have been identified. These measures relate to groups of projects and concrete actions. Several sub-measures can also be distinguished within these categories of measures.

Theme 1: measures in the catchment area of the river
Theme 2: measures in the major bed of the rivers
Theme 3: improve knowledge and co-operation
Theme 4: technical assistance
